Conservative Stance On Cell-phone Towers New Christchurch City Council guidelines for the installation of cell-phone towers confirm a conservative approach by the Council. The guidelines in the proposed City Plan are more restrictive than those released by the Ministry of Health and Environment Canterbury. Council Environment Committee members say they are pleased that Christchurch’s guidelines are well within the national guidelines.
