The STV (Single Transferable Voting) electoral system will be used for the Canterbury DHB election, which the Christchurch City Council is required to conduct on behalf of the Canterbury District Health Board.

Neville Bennett (Independent Citizens)

I offer my services to help resolve some of the Board's difficulties. I am an experiences Director with particular responsibility for the finances of the Foundation of the Blind. We have a problem of shortages of resources too because we do not get a cent from the government. But both budget and business plan are accepted because they are innovative, forward-thinking, and widely discussed with managers, stakeholders and clients.

My relevant experience also includes 34 years as university lecturer, with expertise in economics and population dynamics. I have been the Deputy Chair of the Riccarton/Wigram Community board for 6 years; am a Trustee NZ Universities Superannuation; and for 15 years have been a columnist for NBR. I authored ‘Asian Students’.

I am unpaid as a Director and Trustee.

Robin Booth (Re-elect Robin Booth)

I'm seeking re-election to the Canterbury District Health Board to continue making a positive contribution to our public health system.

I have fought for the right of elected board members to speak freely to the media; pushed for better wages for our health professionals to stop them being enticed overseas; helped increase the productivity of our region's health resources; voted and campaigned against compulsory water Fluoridation; supported increased health provisions for the elderly and successfully advocated the contracting of certain elective operations to private hospitals to help lower our burgeoning waiting lists.

I've worked well with my fellow Board members as we've struggled to supply the best public health services possible on a very tight budget. Despite these challenges it has been a pleasure advocating for the best possible health deal for the people of Canterbury. With your support I will do so again. Rod Cameron (Independent)

Currently elected member of Hagley Ferrymead Community Board. Christchurch born and educated (Christchurch West High School). Married 33 years. Three adult children. Health cuts do hurt. Our senior citizens and baby boomers do deserve better health care. Our nurses and doctors deserve better income. More funding urgently needed from government to improve the standard of health care in our local community. I will fight for an improvement in health services on your behalf. Eleanor Carter (Health Cuts Hurt)

Eleanor Carter, of Bryndwr, is passionate about health. She has a Bachelor of Science in Psychology, is an NZQA telephone counsellor and a trained English language teacher. She currently works for an English language school. Eleanor is the Secretary/Treasurer of Health Cuts Hurt Incorporated. She joined the group after attending a public meeting about proposed cuts to the health system that will leave Canterbury even worse off than before. Eleanor believes that long waiting lists, with people regularly being dumped off the lists, worsens patients’ existing conditions and creates greater problems, both financially and emotionally, for families and the community as a whole. A particular focus for her is youth health. Rising numbers in addiction and low-paid workers unable to afford GP visits are just two of the issues that today’s youth face. She believes that the health system needs to be open, approachable and easy to deal with.

Heather Carter (Health Cuts Hurt)

Heather Carter, of Bryndwr, is the mother of four adult children whom she largely raised alone and home-schooled the younger two. While living in the United Kingdom, she trained and worked as a psychotherapist. After returning to New Zealand, Heather became concerned about the problems in the health system and this, eventually, led to her joining the Health Cuts Hurt group. A civilised society should put the health and well-being of its people first. To that end, Heather believes that prolonged waiting lists can, and must, be abolished and that the workings of the health system need to be more transparent and accessible. Women’s health and senior health are her particular interests. Heather believes in fighting for justice and fair-play and this is why she also serves the National Council of Women, the Council of Social Services and the Christchurch Polytechnic Institute of Technology (CPIT) Council.

John Dean (Independent)

With a background in nursing, education, management and community service and an interest in international perspectives on health care, I believe that the single most important consideration in providing health services is the needs of the people who are either using them now or might use them in the future.

As a Board member I would expect to be fully accountable for the provision of:

  • A fair health system that acknowledges the needs of all Canterbury people
  • The financial and other resources necessary for the Board and its employees to do their jobs well
  • Continually improving service performance at all levels and in all settings
  • New ways for health professionals to think and behave, that consider the needs of their clients first and foremost

Tom Dowie (Health Cuts Hurt)

I am the father of three, living in the suburb of Sydenham. I have a political science degree and I am on the Board of Trustees of Waltham School. I stand against cuts to the Canterbury health system and would place my efforts into increasing the funding from central government. I went on a hunger strike earlier in the year in an attempt to save Queen Mary Hospital in Hanmer. I believe Canterbury people deserve more, not less.

Sandi Evans (Independent)

I have personal and professional interests in the promotion of health and wellbeing. These currently include parenting (11 and 5 year-olds), Registered Nurse (6 years in Christchurch Hospital's Intensive Care Unit), and Nursing-Tutor Child Health (4 years at CPIT). In addition, I am a Midwife, member of the Paediatric Society and committee member of the ICU Paediatric and Children and Young Persons of Aotearoa (NZNO) groups. I will complete my part-time studies towards a Master of Nursing (Child Health) in 2005, with a long-term goal of Nurse Practitioner (Child Health).

I bring to the CDHB 28 years of nursing experience, working with people from a wide range of different cultural and ethnic backgrounds in NZ and internationally (UK, USA, Europe and Africa). My goal is to utilise my personal, professional and academic knowledge, expertise and skills, to benefit the CDHB, and improve health care for our tamariki/children and their whanau/families.

Michael Hansen (Electronic Schizophrenia)

There is no such thing as schizophrenia, the syndrome is all done with transmitting bugs and electronic devices, mostly by a team of political people, and it is an easy fall back diagnosis for psychiatrists. It is my intention to seek the word schizophrenia be scrapped, and also scrap aural dysfunction or aural disease as well.

In these days of x-rays, microwave ovens, fishing sonar, gamma rays etc, the telephone line blocking of complaints to the police, and the telephoning of police, when a person goes to the police station, that the person is acting strangely and the precedent for Police to totally refuse to carry out any neighbourhood enquiries, but only offer a trip to Hillmorton mental prison-hospital is not acceptable.

Alister James (Labour for Health 2021)

Having served twenty years as a City Councillor I’m not seeking re-election to the Council but offering myself for election to the District Health Board. My experience in overseeing the City Council’s annual budget equips me well for scrutinizing the Board’s huge operating expenditure. I’ll be a strong and effective advocate for quality health. We need a public health system we can trust which is not based upon the ability to pay. We must focus more on patients and their well-being and reduce waiting times for surgical services. As a lawyer with experience in youth justice, I‘ve a particular interest in the effective delivery of adolescent, mental, alcohol and drug treatment services. In recognition of my work in the community I’ve been awarded the Queen’s Service Order (QSO). I believe my experience in local government and the law will make me a valuable member of the DHB. alister.james@ccc.govt.nz

Jo Kane (Health 2021)

I am not a health professional. I am a no-nonsense, straight talking, action-orientated woman. My active sporting pursuits and diverse working background makes me value highly the importance of having a top class health system available to all. Changes in family dynamics and our working environment mean we have to be more responsive to the demands placed on the way we live our lives. It is essential that we vigorously defend our basic right to protect our family’s health and well-being. This is where I believe my strength lies - asking those difficult questions, listening to the community, being accountable for the decisions that are made and thinking ‘outside of the square’. As a Waimakariri District Councillor and Deputy Mayor I have experience in representing the community. I have the time, commitment and energy to pursue with you health initiatives that work! Mary King

Being an owner of a pharmacy (Eastgate) as well as managing two others in Linwood and Shirley, I have a huge interest in the health sector. You may know me better as Mary Newson as I've recently remarried.

My reasons for standing for the Health Board are not politically motivated, but more a deep desire to be involved in the decisions that help shape the health services we get in Canterbury, and help plan for the future.

As a wife and mother I want to ensure that Cantabrians receive the best health care available. My values are very much family-based and I believe my personal attributes of fairness, honesty and hard work coupled with my knowledge of the health industry will allow me to have a very positive influence on the Health Board.

Ray Kirk (Labour for Health 2021)

I’m a health psychologist and researcher and a member of the New Zealand Public Health Association. I’m already involved in the District Health Board as a member of the Community and Public Health Committee. I was born in Christchurch and am married with three children. I’ll work hard on the Board to ensure you get appropriate health care for you and your family, without undue waiting times. I strongly believe that we must deliver first-rate health services for both town and country. I’m committed to the highest possible standard of hospital treatment but I recognise that the foundation of good health is sound nutrition and a healthy life-style. For this reason I will be putting greater emphasis on health promotion programmes to keep people in good health. Conflict of Interest Statement

(a) Director, New Zealand Health Technology Assessment Research Unit, (NZHTA), Department of Public Health and General Practice, Christchurch School of Medicine and Health Sciences;
(b) Director, Health Research Services;

Kathryn McIlraith (Independent)

I have a strong interest in health access and service issues, with experience as a parent, consumer of acute services and as a community advocate. My background is in financial services and customer relations, including 20 years as a bank officer with large financial institutions. I am a member of a workplace Health and Safety Committee and a member of a national council of employees.

I have a particular interest in equitable service delivery through urban and rural areas and advocacy for patients and staff. As a Justice of the Peace, I have experience in working with people to resolve problems. I can bring expertise in customer service and financial management to the table, and I have the full support of my family in offering myself for election.

Winston McKean (Health 2021)

I’m a registered medical practitioner, specialising in preventive medicine and health promotion. I have extensive management experience in the health sector. My priorities are to work with communities to promote healthy lifestyles, enhance general practice and primary nursing services, and reduce waiting lists (especially cancer services). I want to expand assessment and rehabilitation for older people, and improve children’s services. My background enables me to effectively advocate for city and rural residents alike. Living in Akaroa (where my wife is a practice nurse), I chair the Rural Canterbury Primary Health Organisation (PHO) covering Ashburton, Waimakariri and Banks Peninsula. I also chair the national Taskforce on Primary Health. Community involvement includes Civil Defence, Lions, and work as a JP. Andrew John McKenzie (Health Cuts Hurt)

Three years ago we voted in the first district health board election. We were promised a Board that increased community participation, giving us a ‘real say’ in the delivery of health services in Canterbury. What did we get? A board sorely out of touch with public opinion. The sale of the land of the former Queen Mary Hospital site at Hanmer flew in the face of Cantabrians’ opposition. For the sake of our health, its time for change.

I am a 27 year old barrister, practising employment and criminal law. I was the Chairperson of the Christchurch Community Law Centre for three years and remain a member of its committee. Together with other Health Cuts Hurt candidates, I seek your mandate to fight for an increase in health spending for Canterbury and to breath some much needed democratic life and transparency into the CDHB.

Robert H McKeown (Independent)

Laurence Malcolm (Health 2021)

I’m a doctor and former Professor of Community Health. My priorities are improving access to primary care, reducing waiting lists, improving clinical quality and promoting better relationships between doctors and management. I’m determined to get a fair share of health funding for Canterbury and better value from the funding allocated. Having served on many World Health Organisation committees I have become an internationally recognised expert in health and medical care. As a current member of the Executive of Age Concern Canterbury I have a special interest in the health care of the elderly. I’ve also served on the DHB Hospital Advisory Committee and St John of God Health and Disability Services. My current research projects are on clinical quality and the better use of pharmaceuticals. David Morrell (Health 2021)

I’ve been an elected member of the District Health Board for the last three years though I’m better known for my years as Christchurch City Missioner. I know from my experience at the Mission that health care is unevenly distributed and I’m committed to more accessible and affordable services for everyone. Specialised training in Porirua Hospital made me sensitive to the needs of the mentally ill, and currently, as chair of the Brackenridge Estate, I’m working to improve services for the intellectually disabled. I see a great need for collaboration between clinical and management staff to make our hospitals work more effectively. I chair the Hospitals Advisory Committee which oversees hospital services, where we still face a challenge to make further reductions in waiting lists. I offer a rare mix of skills and experience in facing the challenges, tensions, and contradictions in achieving the best health for our dollars.

Kevin Patrick O’Connell (Aotearoa Legalise Cannabis)

Criminalisation is a very poor health service indeed, failing all ethical and quality standards - particularly dangerous with the mental health of society. We are paying hugely for the resulting alienation and criminality (and suppression of environmentally beneficial hemp and nutritionally complete hemp seed).

Unfortunately community leaders seem unable to stop funding the systemic abuse, so some sustained representation ‘outside the Square’ is needed.

The ALCP advocates RI8 ‘regulation’, harm reduction (eg VAPORIZER use) and best-practice ‘fine tuning’ of controlled availability (Netherlands offers a 28 year precedent).

My focus as CDHB member will be influencing the transfer the hundreds of millions of dollars spent on failure into legitimate, evidence-based health services (viz. The Ottawa Charter on health promotion).

As a 40 yr-old community worker, with science & arts degrees, I am involved in environmental restoration with an ‘early intervention’ theme (zero-litter). I am currently employed with Council's greenspace unit at Spencer Park.

Felicity Price (Independent Citizens)

Felicity Price is a businesswoman, communication expert and mother of two who wants to help the District Health Board regain the trust and confidence of the people it serves.

I've experienced the health system in happy times and very sad times. What always helped me was the absolute dedication of the nurses and doctors working under often difficult conditions. The DHB needs to value them - to communicate better with nurses and doctors, and with the community. I also want to help reduce waiting lists.

Former chair of the local Cot Death Society and a regular Red Nose Day fundraiser, Felicity also helped win a heart unit for Canterbury and has been a volunteer with the local Cancer Society. Currently, Felicity is chair of Christchurch Symphony, deputy chair of the Court Theatre, chair of the local Society of Authors and is a Fellow of the Institute of Directors.

I am proud and indeed it is a privilege to accept the nomination to be an Independent candidate in the elections for the Canterbury District Health Board.

If I am elected I will try my hardest to be work for the benefit of the people of Canterbury by improving health services and making them more accessible and cost effective. It is my intention to utilise those networks, skills and experiences that I have gained while working in the communities of Canterbury for the last 20 years including 10 years within the Public Health arena. Peter Lance Stocks (Independent)

Peter lives in Rangiora, works in Christchurch, is married with one child, and is employed as a communications Design Engineer. Peter believes that our public healthcare system has been eroded to the point that the ‘system’ no longer respects the caregivers, nurses and doctors that serve our communities and as a result we are losing many skilled, competent and caring people to more lucrative and less stressful positions overseas. Communities suffer as public health services decline and the line between elective and necessary treatment becomes increasingly blurred while waiting lists are periodically reshuffled with little real benefit to those who are in need. Peter would welcome the chance to be part of the team that works toward finding successful ways to retain, reward and encourage healthcare professionals, and a team that seeks to improve the provision of healthcare services to the people of Canterbury.

Paul Telfer (Patients First)

I am tough, strong, no nonsense person, and there are patients in desperate need of my caring policies. A few years ago, I was a patient of Christchurch Hell’s Hospital, leaving me with the clear impression that the New Zealand health system was of third world quality. Nobody in the hospital system seemed to be in command, responsible, concerned, or knew what they were doing. The service I generally thought was rather expensive, slapdash, rundown, and reeking of incompetence. I saw the following: patients starving and foraging for food, slovenly medical behavior, doctors refusing treatment to patients. Doctors incapable to diagnose my simple bladder problem, I was storing two liters of fluid, and what’s more, they let me fly down to Dunedin hospital in that condition, even though I was complaining that I was in extreme pain. Peter van Hout

My intentions, if elected are simple and these are:

- to improve access and funding to home based care and residential care for older New Zealanders;
- To ensure that older New Zealanders are given the attention they require in a timely manner when they are required to visit either a public or private health care provider.

I can make no guarantees as to what I can achieve, but I will focus on the simple things and make sure that matters relating to older peoples health are taken up by the board and discussed.

Inflation has increased by over 20% in the last ten years. Daily bed rates for aged residential care have increased by less than half of that.

I have over 15 years experience working for an organisation that manages rest homes and hospitals throughout New Zealand. I have a good working knowledge on health funding and contracting.

(a)I am a senior employee of a private company that provides management services to a number of rest homes and hospitals in Christchurch. Our client, who owns the facilities has contracts in place with the Canterbury District Health Board to provide services in aged residential care facilities. My employer does NOT directly hold any contracts with the Canterbury District Health Board.
(b) I have a small number of friends (non family or blood relatives) who work for the CDHB.

Stephanie Waterfield (Independent)

Stephanie Waterfield is an Independent candidate. She lives in Cashmere and has a Kaikoura residence. A nurse, she has been involved in the Health Sector for 30 years. She part-owned and managed Lady King Hospital; was Chief Executive of Nurse Maude Association, a trustee of Laura Ferguson Board, a member of the steering group to establish the Canterbury District Health Board and is a member of the Board's Disability Support Advisory Committee.

She is self-employed in the Health Sector; a Director of the Smiths City Group, a publicly listed company; a member of the Institute of Directors; and a fellow of the NZ Institute of Management. Stephanie believes that irrespective of health structures and funding policies, the key issues are ensuring timely access to services and managing limited resources and competing priorities. Her extensive health and governance experience make her well qualified to represent constituents.

Olive Webb (Independent)

Dr Olive Webb has served on the Canterbury District Health Board for four years and is the Deputy Chair. She is standing as an independent. She is a clinical psychologist with over 30 years experience and works as a Health and Disability Consultant around NZ. Olive has rural roots with a home in Hororata. Her policy platform will see her continue to be the voice fighting to protect rural health services. Ashburton Greypower seconded her nomination, as she will continue to advocate for Older People. Olive wants to protect existing services and advocate for funding for to reduce waiting lists. She will work to strengthen primary health care so hospitals are reserved for those most in need. Olive looks beyond budgets at the impact of decisions on individuals, families and communities. Olive is passionate but balanced, experienced but fresh thinking and knows her way around the health system.

Mark Webster (Independent)

Mark Webster, a resident of Burnside, Christchurch has been community pharmacist for the last 15 years and he and his wife have owned a community pharmacy in Hornby for the last 3 years.

Mark has a keen interest in the health and wellbeing of the community, and those who know him, will agree that Mark has no hesitation in speaking his mind, and acting for what he believes is right.

Mark also has 22 years experience in martial arts, and currently holds a 3rd degree black belt in karate. This has helped him develop skills in team building and leadership development.

He is a father to his 6 year old son Harris, and 2 year old daughter Lucy.

I state in good faith that to the best of my knowledge and belief, as at the date of my consenting to nomination that I have no conflict(s) of interest with the Canterbury District Health Board other than:
(a) I am a community pharmacist in Christchurch and director of a community pharmacy and I am subject to a contractual arrangement with the DHB.
(b) My wife is a director of a community pharmacy, and employed in the community pharmacy as a dispensary technician.
(c) My father-in-law is a part time employee in the same pharmacy.
I do not believe that conflict(s) of interest with the Canterbury District Health Board are likely to arise in the future, other than the continuation of the conflicts of interest stated above. I believe the following conflict of interest may arise: After 18 September 2004 the ownership rules with regard to pharmacy changes. I may have the opportunity to purchase shares, or purchase outright, another pharmacy. I have no plans to do so at this stage, but that may occur during the next 3 years, so I wish to propose the additional contractual possibility as being a possibility.


Alison Wilkie (Labour for Health 2021)

I’m a current member of the District Health Board and chair the Community and Public Health Committee. I have a background as a registered nurse, businesswoman and Asthma Society pioneer. I am proud of what our Board has achieved, with improvement in staff morale, new initiatives in health promotion and better cooperation between hospital and community sectors. Greater emphasis has been placed on improving mental health services as a result of submissions from Canterbury people. The District Health Board is funding the Primary Health Organisations to provide cheaper doctor visits and additional services. While a very high standard of treatment has been maintained within our hospitals, we still have a major challenge to reduce waiting times for elective surgery and achieve healthier lifestyles among our people.
