Council Develops Protocol for Siting Cell-phone Towers Christchurch City Council has set up a protocol to help influence the location of new cell-phone towers in the city. The Council has found itself in a difficult position as there is growing demand for cell-phones and these require more cell-phone towers. It is estimated that one in three residents has a cell-phone and industry sources expect this to increase to one in two residents in the next year. This will require about 150 new towers or sites in the next two years. Although all cell-phone tower sites require resource consent under the City Plan, in most cases the type of controlled activity consent does not allow the Council to refuse the applications. The protocol will see the Council asking companies to tell it where they need site towers, particularly those areas where they are experiencing greatest difficulties in securing suitable sites. It will see the Council working to find a site on Council land that is not near residential property. And when a Council site is proposed, the Council may hold a public hearing if appropriate.
