The Council Parks Unit has produced the plan as part of the pier and terminus building development, incorporating New Brighton Public Library and two cafes.

The plan for the foreshore development around the pier and library was approved five years ago. Parks team leader Chris Freeman says it could take five to 10 years to complete. It could be implemented sooner if costs were restricted but that would mean a reduced quality of park.

A new children's playground is included in the plan, along with a water play feature, amphitheatre and a Returned Services' Association memorial area.

Chris Freeman believes New Brighton should be Christchurch's No. 2 site for beach access in the number of visitors, after Sumner.

The Parks and Recreation Committee has recommended that the plan be presented in stages and submitted for funds next year. Preliminary design-cost estimates are:

• Family park area with a promenade linking the north car park to the pier terminus - $506,000.
• New children's playground and paddling pool - $250,000.
• Shade canopies for seating areas -$180,000.
• Amphitheatre with seats, raised lawns and planted areas - $45,000.
• The RSA Memorial Courtyard with walls, seating, planting and paving - $160,000.
