Present:	The Mayor (Chairperson), Councillors David Cox, Ishwar Ganda, Alister James, Gail Sheriff, Ingrid Stonhill and Sue Wells.
In Attendance:	Messrs Devan Menon and Scott Tobin (Audit New Zealand) for clause 4.
Apologies:	Apologies for absence were received and accepted from Councillors Erin Baker and Ron Wright. Councillor James retired at 11am and was present for clauses 1 and 4. Councillor Sheriff retired at 11.30am and was present for clauses 1, 2 and 4.
