| APOLOGIES: | An apology for absence was received and accepted from the Mayor. |
| Apologies for lateness were received and accepted from Councillors David Buist and Graham Condon. | |
| Councillors Robin Booth, Charles Manning and Sally Thompson arrived at 2.05pm and were not present for clause 20. | |
| Councillor Sally Buck arrived at 2.12pm, left at 3pm, returned at 3.45pm and was not present for clauses 2- 4 and 20. | |
| Councillor David Buist arrived at 2.25pm and was not present for clause 20. | |
| Councillor Morgan Fahey retired at 4.10pm and was not present for clauses 5- 9, 11- 12, 14- 15, 18- 20, 2226 and 28. | |
| Councillor Ron Wright retired at 4.15pm and was not present for clauses 6- 9, 11- 12, 14- 15, 18- 20, 22, 26 and 28. | |
| Councillor David Close left at 4.45pm, returned at 5.20pm and was not present for clauses 11, 12, 18- 20. | |
| Councillor Graham Condon arrived at 4.50pm and was present for clauses 11, 12, 19, 20 and 28. | |
