| APOLOGIES: | An apology for absence was received and accepted from Councillor Gail Sheriff. |
| Councillor Wright temporarily retired at 3.30 pm, returned at 4.30 pm and was not present for clauses 1, 2, 4, 15 (part), 16 and 20.1. | |
| The Mayor arrived at 4.10 pm, retired at 6.00 pm and was present for clauses 1, 2, 3, 4, 5, 6, 7, 9, 17 and 18. | |
| Councillor Crighton temporarily retired at 5.50 pm, returned at 6.00 pm and was present for all clauses except clauses 7, 8 and 9. | |
| Councillor Evans retired at 7.05 pm and was present for all clauses except clauses 12, 19, 20, 21, 22, 23, 24 and 25. | |
| Councillor Stewart retired at 7.45 pm and was not present for clauses 24 and 25. |
