Christchurch City Councillors want to know what the people of Christchurch think about the draft community plan – Our Community Plan Christchurch O-Tautahi 2004/14.

People wanting to take part in the planning process have until Thursday, 6 May to get their submissions in. On Wednesday, 30 June, the Council meets to finalise the 2004/ 14 plan. Councillors and staff have set aside several days to consider people’s submissions before making a decision.

Public consultation often results in changes being made to the Council’s proposed plans and activities.

This City Scene includes a number of articles about aspects of the draft community plan, about the physical works planned for your part of the city, and about how you can have your say and get involved.

The draft community plan is up on the Council website — through www.ccc.govt.nz/ourcommunityplan — and printed copies are available free from the Civic Offices in Tuam Street and from Council service centres and libraries.

Simply write in to the Council or use the form included with printed copies of the draft community plan, the form on p4 of this edition of City Scene, or an on-line form on the www.ccc.govt.nz/haveyoursay/ website.

Where to get information

The information available this year is in five booklets. Three are specifically about future planning, and the other two — drafts of the Metropolitan Christchurch Transport Statement Action Plan and the Solid and Hazardous Waste Management Plan — are being circulated with the draft community plan so that people can also consider these important areas of city infrastructure.

The three main draft plan volumes are:

Volume 1 — Overview

A summary of the information contained in the draft community plan and its major proposals, along with a public submission form. Many people will find this volume sufficient for making their submission. The overview provides the Christchurch setting, introduces the draft plan, and puts up a set of community outcomes the Council believes our community should be trying to achieve. It also summarises the major proposals contained in the draft community plan, and of the groups of activities the Council will provide, along with the proposed capital works for the next five years.

Volume 2 — Community Outcomes and Council Plans

Provides more detailed information about the proposed community outcomes and the Council’s programmes, including new initiatives being proposed. It also has information about the companies in which the Council is a major shareholder.

Volume 3 — Financial Information and Policies

Provides more detailed information about the Council’s finances and policies. Contains 10 years of financial projections and the funding impact statement. It also includes information about the Council’s Capital Endowment Fund and contains a schedule setting out proposed changes to the fees and charges.

Work in your area

This issue of City Scene includes a centre spread (pp6-7)of map-based information about planned physical works in your area of the city.

On Page 4 there is a form for people who want to have a say. It is in the same style as the submission form in Volume 1 of the printed draft community plan and on the Have Your Say website.
