In attendance: Councillor Norm Withers (until 11.54am) and Councillor Corbett (10-10.17am)

Apologies:  Apologies for absence were received and accepted from Councillors Helen Broughton and Ngaire Button.

Councillor Shearing arrived at 9.27am and was absent for item 4.

Councillor Buck retired at 11.58am and was absent for items 3 and 6.
