Apologies: An apology for absence was received and accepted from Councillor Gail Sheriff.Councillor Helen Broughton retired from the meeting at 10.45am and was absent for part of clause 1 and clauses 2, 3 and 6.Councillor Linda Rutland retired temporarily from 10.48am to 10.52am and was absent for part of clause 2.
