An apology for absence was received and accepted from Councillor  Denis O’Rourke.
Apologies for early departures from the meeting were received and accepted from Councillors Barry Corbett and Barbara Stewart.
Councillor Austin arrived at 11am, and was absent during the hearing of submission nos 1, 2, 4, 5, 5A, 7, 38 and 54.
The Mayor was absent from the meeting from 10am to 11am.  He retired at 11.45am, and was absent during the hearing of submission nos 5A, 7, 13-16 inclusive, 18-22 inclusive, 24-32 inclusive, 35 and 37.
Councillor Corbett retired at 10.30am, following the hearing of submission nos 1, 2, 4, 5, 5A, 38 and 54, and was absent during the hearing of the remaining submissions.
Councillor Crighton was absent from the meeting from 11.47am to 12 noon, and was absent during the hearing of submission no 13.
Councillor Condon was absent from the meeting from 12.30pm to 1.53pm, and was absent during the hearing of submission nos 14, 15, 16 and 18.
Councillors Anderton was absent between 12.30pm and 1.04pm, and was absent during the hearing of submission no 14.
Councillor Harrow was absent from the meeting from 12.30pm to 1.04pm and retired at 4.20pm, and was absent during the hearing of submission nos 14, 29, 30, 31, 32, 50A, 35 and 37.
Councillor Stewart retired at 2pm, following the hearing of submission nos 1, 2, 4, 5, 5A, 38, 54, 7, 9, 9A, 10-16 inclusive and 18, and was absent during the hearing of the remaining submissions.
