Apologies for absence were received and accepted from Councillors Anna Crighton and Denis O’Rourke.
Councillors Carole Anderton,  Graham Condon,  Barry Corbett,  Pat Harrow and Barbara Stewart were briefly present prior to the commencement of the meeting, but retired following advice from the Director of Legal and Secretariat Services that the electoral review should be completed by the three Councillors who were present throughout the hearing of all the submissions heard by the Committee at its meeting on Wednesday 5 November 2003, viz Councillors James, Ganda and Wright.
