Present:	Councillor Graham Condon (Chair), Councillors Oscar Alpers, Carole Evans, David Cox, Anna Crighton, Ishwar Ganda, Pat Harrow, Chrissie Williams and Norm Withers. Messrs Dennis Hills and Steve Wright.
Apologies:	Apologies for absence were received and accepted from Councillors Carole Anderton, Barry Corbett, Lesley Keast and Megan Evans. Yvonne Palmer and Anne Carroll. An apology for lateness was received from Councillor Oscar Alpers, who arrived at 1.15pm and was absent for part of clause 1. An apology for lateness was received from Councillor David Cox who arrived at 1.40pm and was absent for part of clause 1.
