Present:	Councillor Ron Wright (Chairman), Councillors Erin Baker, Robin Booth, Anna Crighton, Ishwar Ganda, Ian Howell and Gail Sheriff.
Apologies:	An apology for absence were received and accepted from Councillor Denis O’Rourke. Councillor Booth arrived at 2.30pm during consideration of clause 1, and was present for all clauses.
