| Councillor Valerie Campbell (Deputy Chairman), Councillors Sir Kerry Burke, Sir Hamish Hay, Diana Shand, Judy Waters and Peter Yeoman. | |
| IN ATTENDANCE: | Councillor Robert Johnston. |
| APOLOGIES: | Apologies for absence were received from Councillors Neil Cherry and Richard Johnson. |
| Councillor Sir Kerry Burke arrived at 4.10 pm and was not present for clause 5. | |
| Councillor Charles Manning arrived at 4.20 pm and was not present for clauses 4 and 5. | |
| Councillor Ron Wright arrived at 5.00 pm and was not present for clauses 4, 5 and part of clause 6. | |
| Councillor Peter Yeoman was present until 5.10 pm and Councillor Sir Hamish Hay until 5.45 pm. |
