SUPPLEMENTARY (ADDITIONAL) REPORT OF THE DEPUTY CHAIRMAN OF THE FENDALTON/WAIMAIRI COMMUNITY BOARD

5.3 AVONHEAD BUS ROUTES/BUS STOPS (Cont'd)

As reported in the (first) supplementary report, which has been circulated with the Council agenda, Waimairi Ward members acting with the delegated authority of the Board had been seeking to reach a resolution on the placement of bus stops required for the revised Merrin (No 21) and the new Hyde Park (No 24) bus services. A copy of a plan detailing the two routes is attached for Councillors' information.

As also reported in the (first) supplementary report, the Waimairi Ward members, including Councillor Murray, are scheduled to refer residents' concerns to the Regional Council's Resource Services Committee on 26 February (at 1.30 pm).

As part of an agreement with the residents who had earlier expressed their collective concerns at the services commencing on 3 March, the Waimairi Ward members have undertaken to report back to the residents on any outcome reached by the Regional Council's Committee. It is proposed that this be conveyed at a meeting to be held on Thursday 27 February.

Dependant on the outcome reached by the Regional Council's Committee there could be a need for the Board to finally resolve, with urgency, on the matter of the bus stop locations. There is however one impediment to this being totally achieved.

The two bus services include proposed routes along both "collector" and "local" roads in the community, but any resolution in respect of bus stop locations on "collector" roads will necessitate an endorsement by the Council in the absence of such current delegation to Community Boards. The present timing for Council meetings will preclude such endorsement until the March Council meeting (26 March).

In order that there now be no further delays in implementing the bus services (subject, of course, to there being no changes to the proposed routes) it would seem necessary for the Council to delegate the decision for resolution of bus stop locations on the particular "collector" roads (ie Apsley Drive, Avonhead Road and Withells Road) to the Board.

Recommendation: That pursuant to Section 101zz of the Local Government Act 1974 the following power be delegated to the Fendalton/Waimairi Community Board:

The power of the Council in respect of the placement of Bus Stops on any road other than a local road (in respect of which the Council's power has previously been delegated to the Board) only in respect of the new Avonhead bus services. This delegation is to expire on the 30 April 1997.
