Apologies: Councillors Ngaire Button, Yani Johanson and Bob Shearing.
An apology for lateness was received and accepted from Councillor Sally Buck who arrived at 9.45am and was absent for clauses 1-3.
Councillor Mike Wall retired at 9.37am and was absent for clauses 2-7.
Councillor Chrissie Williams retired at 10.15am and was absent for clauses 4-7.
