Committee: Councillor Sue Wells (Chairperson), Councillors Helen Broughton (was absent from 11.45am-Midday and was not present for clause 5), Sally Buck (was absent from 9.38-10.10am and was not present for part of clause 6; and retired at 12.27pm and was absent for part of clause 5), Ngaire Button, Yani Johanson, Claudia Reid, Bob Shearing, Mike Wall and Chrissie Williams (departed at 10.41am and were not present for clauses 2-5 and 7).
In attendance: Councillor Norm Withers (until 12.29pm) and David Cox (until 10.41am)
