Present: Councillors Sue Wells (Chairperson). Councillors Helen Broughton, Sally Buck, Yani Johanson (until 10.05am, and was absent from the vote on item 1), Claudia Reid, Bob Shearing, Mike Wall and Chrissie Williams (who arrived at 9.15am).
