Present: Councillors Sue Wells (Chairperson), Helen Broughton, Ngaire Button, Yani Johanson, Claudia Reid, Bob Shearing, Mike Wall, and Chrissie Williams.
Apologies: Nil
Councillor Buck arrived at 9.12am.
Councillor Broughton departed at 11.26am and returned at 11.59am and was absent for part of clause 4 and all of clause 5.
Councillors Button and Shearing departed at 12.37pm and were absent for clauses 7 and 9.
