Present: Councillor Sue Wells (Chairperson), Councillors Helen Broughton, Sally Buck, Ngaire Button, Yani Johanson, Claudia Reid, Mike Wall and Chrissie Williams.
In Attendance: Deputy Mayor Norm Withers (until 12.53pm)
Apologies: An apology for absence was received and accepted from Councillor Bob Shearing.
Councillor Button retired at 12.45pm and took no part in the voting on item 3 and no part in the discussion or voting on items 4 and 5.
Councillor Buck retired at 12.58pm and took no part in the voting on item 4 and no part in the discussion or voting on item 5.
