Present: Councillor Sue Wells (Chairperson), Councillors Helen Broughton, Sally Buck (from 9.40 am), Ngaire Button, Claudia Reid, Bob Shearing (to midday) and Mike Wall.
In Attendance: Councillor Norm Withers (to 12.32 pm).
Apologies: Apologies for absence were received and accepted from Councillors Yani Johanson and Chrissie Williams. An apology for lateness was received and accepted from Councillor Sally Buck. Councillor Sally Buck arrived at 9.40 am and was absent for part of clause 6. Councillor Bob Shearing departed at midday and was absent for clauses 4, 5, and 9.
