Present: Councillor Sue Wells (Chairperson), Councillors Helen Broughton, Ngaire Button, Yani Johanson, Claudia Reid, Bob Shearing, and Chrissie Williams.
Apologies: An apology for absence was received and accepted from Councillor Wall. Apologies for lateness were received and accepted from Councillors Williams and Johanson, who were absent until 9.04am. An apology for lateness was received and accepted from Councillor Broughton, who was absent until 10.05am and was not present for clause 1 and part of clause 3.
