Present:	Councillor Sue Wells (Chair), Councillors Helen Broughton,  David Cox,  Megan Evans,  Ishwar Ganda,  Lesley Keast,  Linda Rutland,  Gail Sheriff and Norm Withers.
Apologies:	An apology for lateness was received and accepted from Councillor Norm Withers who arrived at 9.35am and was absent for part of clause 1.
