Present:	Councillor Carole Anderton (Chairman), Councillors Helen Broughton, Sally Buck, Graham Condon, Barry Corbett, David Cox, Ishwar Ganda, Pat Harrow, Alister James, Lesley Keast, Chrissie Williams, Norm Withers and Ron Wright.Community Board members Don Rowlands, Bob Andrews, Glenda Burt, Caroline Kellaway and Andy Lea.
In Attendance:	Councillor Gail Sheriff.
Apologies:	Apologies for absence were received and accepted from Councillors Megan Evans and Ingrid Stonhill. An apology for lateness was received and accepted from Councillor Gail Sheriff. An apology for early departure was received and accepted from Councillor Barry Corbett. Councillor Keast arrived at 4.25pm.Councillor Sheriff arrived at 4.27pm. Councillor Corbett retired at 5.05pm and was present for part of clause 1 and clause 2. Councillor Withers retired at 5.36pm and was present for part of clause 1 and clause 2.
