Apologies:	Apologies for absence were received and accepted from Councillors Paddy Austin, Carole Evans and Sue Wells. Apologies for lateness were received from Councillor Sally Buck who arrived at 9.36am during discussion on clause 1 and from Councillor Ingrid Stonhill who arrived at 10.08am during discussion on clause 2.
