Change to support higher Capital Programme targets

The Christchurch City Council has established a Capital Programme Group to ensure that it meets the higher targets in the Council’s 2006-16 Community Plan.
Kevin Mara is the General Manager of the Capital Programme Group which has been realigned into a matrix structure to operate Capital Programme delivery as a shared service across the organisation.
He advised staff today of the final decision to realign the group after analysing the submissions received during three weeks of consultation. The new structure will ensure that the group operates efficiently and effectively in delivering the higher targets. It will also provide the professional staff whose skills are in demand world-wide with a stimulating and attractive working environment.
“The function of the previous City Solutions has changed from that of an internal consultancy to being a shared service delivering the Capital Programme across the organisation,” Kevin Mara says.
Submissions were received from individuals and teams. Where possible issues raised have been addressed with those concerned and changes made where appropriate, Kevin Mara says.
One of the main changes to the initial proposal is to move the Capital Programme Unit in City Environment Group to the Capital Programme Group.
This function is one of five key functions that will operate in the new matrix structure. The manager of each will report to the General Manager Capital Programme and be part of the Capital Programme Management Team.
Ownership of individual capital projects remains with the asset managers.
From a total permanent staff of 124, 113 positions are confirmed and 112 positions change who they report to. Eleven positions are disestablished and twelve new positions have been created. Twenty-eight positions will transfer from other groups within Council to the Capital Programme Group.
All new positions will be advertised both internally and externally this month. It is hoped that subject to the recruitment, selection and appointment processes, changes to the final structure will be made by 15 February 2007.
