City Environment Group realignment

Christchurch City Council has released its final decision on realigning the group responsible for delivering its water, waste, wastewater, transport, roading, drainage and parks and open space services.

General Manager City Environment Jane Parfitt says the positions of 356 of the group’s 360 staff have been reconfirmed, although 80 will change their reporting lines.

Four new management positions and two team leader positions have been created.  Four management positions have been disestablished.

The final decision follows the release of a draft proposal earlier this month to all staff in the group and two weeks consultation with staff. About 60 submissions were received on the original proposal, some from individuals and some from teams, Mrs Parfitt says.

The submissions helped formulate the final decision.

The City Environment Group will operate on a structure based on the group’s six key functions;

  • Asset and Network Planning
  • Capital Programme
  • Transport and Greenspace
  • City Water and Waste
  • Business Support, and
  • Civil Defence and Emergency Management and Rural Fire.

The four new management positions will be advertised this weekend.

Transport and Greenspace is the name of the new unit which is responsible for the operational functions of the former Transport and City Streets and Greenspace units.

Mrs Parfitt says other decisions include integrating the Banks Peninsula functions across the group and transferring Rural Fire to Civil Defence and Emergency Management. In response to submissions surface water and land drainage will remain as part of Transport and Greenspace.
