Council receives amended application on Black Point

Developers seeking approval for a proposed subdivision at Black Point, a prominent headland between Church Bay and Diamond Harbour in Lyttelton Harbour, have requested that their application be processed on a non-notified basis.

Christchurch City Council Resource Management Manager, Tim Harris, says the City Council has not yet assessed whether the amended application, which outlines subdivision plans for about 50 residential allotments on an area of 11.2 hectares will be publicly notified or not.

An earlier approval sought by Stowe Properties from the former Banks Peninsula District Council requested a publicly notified application, which would have allowed some input from the local community into the proposed development. By changing this request such input may no longer be required.

Black Point has long been a controversial Banks Peninsula issue. The former Banks Peninsula District Council considered buying the land in the 1990s but turned it down. The land later sold for several million dollars – well beyond what the District Council could afford to pay.

The Council is negotiating with the developer how much and where reserve land might be located within the subdivision. Once these negotiations are completed, the Council will start assessing the application, Mr Harris says.
