Christchurch City Council values its RMF board representation

8 April 2005

The Christchurch City Council is looking forward to discussing Recovered Materials Foundation’s (RMF) proposed board restructure when it meets with the trust next week.

Council General Manager of City Environment Jane Parfitt, says the Council requested the meeting to discuss the RMF’s proposed board restructure reported to the Council in February.

“The Council has views about both the size of the board and the number of representatives it has on the board,” Mrs Parfitt says.
Under the restructure , the Council would only appoint one of 10 representatives to the RMF board. Under the current structure, the Council appoints two of the nine trustees.

Mrs Parfitt says the Council is core business for the RMF.

“Its contract with the RMF is about $1 million a year. Under this contract the RMF accepts, processes and sells the recyclables collected at kerbside, carries out recycling education, runs a commercial waste exchange system, manages  the Sustainable Initiatives Fund, as well as seeking new markets for additional recyclable materials.

“The contract term is for five years from September  2003,” she says.

In addition, the Council is poised to sign a contract with the RMF to operate its transfer stations.

“The turnover from the transfer stations is about $20 million a year with revenue coming from the gate charges. About 75 per cent of this income will be paid directly to Transwaste for transport and disposal at the new Regional landfill.

“The term of this contract is 10 years with a right of renewal for a further 10 years,” Mrs Parfitt says.

Christchurch Mayor Garry Moore says that the Council is the key stakeholder in the RMF. “For this reason, it is vital that Council has adequate representation on the RMF Board.”
