Lichfield / Tuam swap proposal now in public consultation phase
Public consultation on Christchurch City Council’s proposal to swap the functions of Lichfield and Tuam streets began this week and will end on 16 August this year.
The Council adopted a recommended consultation strategy on 23 May. After the public consultation finishes, feedback will be analysed and a final report prepared with responses to key issues raised in the consultation. The report will be presented to the Sustainable Transport and Utilities (ST&U) Committee, and full Council, later this year.
Any proposed road changes would also be required to go through a statutory process to allow for changes to the classification of the roads involved. This involves a hearing with an independent commissioner, and the presentation of submissions. The decision made at the hearing would be published, and may be appealed in the Environment Court.
If it goes ahead, the proposed swap would see Lichfield Street and part of Oxford Terrace change from one-way to two-way, and Tuam Street from two-way to one-way. Although proposed changes involve essentially swapping the street functions of Tuam and Lichfield streets, the changes are more complex and involve significant modifications to some key intersections and streetscapes, and to the road use of some sections of road.
