Present:	Councillor Ingrid Stonhill (Chairperson), Councillors Oscar Alpers, Carole Evans, Ishwar Ganda, Alister James and Norm Withers.
In Attendance:	Councillor Lesley Keast.
Apologies:	Apologies for absence were received and accepted from Councillors Erin Baker and Chrissie Williams. Apologies for lateness were received and accepted from Councillors Oscar Alpers and Alister James. Councillor Alpers arrived at 9.43am and was present for clauses 2, 4, 5 and part of clause 3. Councillor James arrived at 10.25am and was present for clause 5.
