Present:	Councillor Oscar Alpers (Chairman), Councillors Sally Buck, Barry Corbett, Carole Evans, Megan Evans, Ingrid Stonhill and Sue Wells. Mrs Yvonne Palmer (Shirley/Papanui Community Board) and Mr Bob Todd (Hagley/Ferrymead Community Board).
Apologies:	An apology for absence was received and accepted from Councillor Paddy Austin. Councillor Megan Evans arrived at 9.37am and was not present for part of clause 1. Councillor Sue Wells retired at 11am and was not present for part of clause 3 or all of clause 2 and 4.
