Present:	Councillor Oscar Alpers (Chairman), Councillors Paddy Austin, Sally Buck, Barry Corbett, Megan Evans, Ingrid Stonhill, Sue Wells, Mrs Yvonne Palmer (Shirley/Papanui Community Board) and Mr Bob Todd (Hagley/Ferrymead Community Board).
Apologies:	Apologies for lateness were received and accepted from Councillors Paddy Austin, Barry Corbett and Ingrid Stonhill. Mrs Palmer retired at 10:42am and was absent for part of clause 2. Councillor Wells retired at 11am and was absent for part of clause 2. Mr Todd retired at 11:05 and was absent for part of clause 2.
