Present:	Councillor Carole Anderton (Chairman), Councillors Erin Baker, Sally Buck, Barry Corbett, Ishwar Ganda, Alister James, Lesley Keast, Barbara Stewart, Ingrid Stonhill, Sally Thompson and Sue Wells.
In Attendance:	Councillor David Close, Jonathan Darby and George Hampton (Youth Council representatives).
Apologies:	Apologies for absence were received and accepted from The Mayor, Garry Moore, and for lateness from Councillors David Close and Sue Wells. Apologies for early departure were received and accepted from Councillors Erin Baker, David Close, Barry Corbett, Alister James, Ingrid Stonhill and Sue Wells. Councillor David Close arrived at 1.10pm and retired at 2.30pm, and was absent for part of clause 14, and clauses 15 and 16. Councillor Sue Wells arrived at 1.10pm and retired at 2.34pm, and was absent for part of clause 12, part of Clause 14, and clauses 15 and 16. Councillor Barry Corbett retired at 1.37pm and was absent for clauses 8 to 10 inclusive and clauses 12 to 16 inclusive. Councillor Erin Baker retired temporarily from 1.50pm to 2.00pm and was absent for part of clause 2, retired at 2.34pm and was absent for part of clause 14 and clauses 15 and 16. Councillor Alister James retired temporarily from 1.52pm to 1.57pm and was absent for part of clause 2, retired at 2.28pm and was absent for part of clause 14 and clauses 15 and 16. Councillor Ingrid Stonhill retired at 2.10pm and was absent for clause 14 to 16 inclusive.
