In Attendance:	Councillor David Close.
Apologies:	Councillor Robin Booth arrived at 12.22pm, retired at 12.42pm and was absent for clauses 1, part of clause 2, clauses 3, 4, part of clause 5 and clauses 6-9. Councillor Gail Sheriff was temporarily absent from 12.55pm to 12.58pm and was absent for part of clause 2. Councillor Erin Baker retired at 1.02pm and was absent for part of clauses 2, 4 and clauses 6-9. Councillor David Close arrived at 12.47pm, retired at 1.20pm and was absent for clause 1, part of clauses 2 and 9.
