Present:	Councillor Oscar Alpers (Chairman), Mayor Garry Moore, Councillors Paddy Austin, Sally Buck, Barry Corbett, Carole Evans, Megan Evans, Ingrid Stonhill and Sue Wells.
In Attendance:	Councillors Chrissie Williams and Councillor Graham Condon (from 9.48am to 9.55am).
Apologies:	Apologies for lateness were received and accepted from Councillors Paddy Austin, Sally Buck, Megan Evans, Ingrid Stonhill and Mayor Garry Moore. Councillors Megan Evans and Ingrid Stonhill arrived at 9.05am and were not present for part of clause 1. Councillor Paddy Austin arrived at 9.06am and was not present for part of clause 1. Councillor Sally Buck arrived at 9.08am and was not present for part of clause 1. Mayor Garry Moore arrived at 9.30am and was not present for part of clause 1. Councillor Paddy Austin retired temporarily from 10.16am to 10.22am and was absent for part of clause 2.
