Present:	Councillor Graham Condon (Chairman), Councillors Paddy Austin, David Buist, Barry Corbett, Ishwar Ganda and Gail Sheriff.
In Attendance:	Councillors David Close and Ron Wright.
Apologies:	Apologies for absence were received and accepted from Councillors Carole Anderton, Erin Baker, Sally Buck and Pat Harrow. An apology for lateness was received and accepted from Councillor Paddy Austin. Councillor Austin arrived at 5.40pm and was present for clauses 1, 2, 3, 4, 5, 10, 11, 12, 18, 19, 20 and 21.
