Present:	Councillor Erin Baker (Deputy Chairman), Councillors Sally Buck, Barry Corbett, Ishwar Ganda, Alister James, Lesley Keast, Ingrid Stonhill and Sally Thompson.
In Attendance:	Councillors Graham Condon and Pat Harrow.
Apologies:	Apologies for absence were received and accepted from Councillor Carole Anderton, The Mayor, Garry Moore, Councillors Barbara Stewart and Sue Wells. Councillor Alister James arrived at 12.21pm and was absent for clause 7 and part of clause 4. Councillor Sally Buck arrived at 12.35pm and was absent for clause 7 and part of clause 4.
