| PRESENT: | Councillor Carole Anderton (Chairman), Councillors Paddy Austin, Erin Baker, Sally Buck, Barry Corbett, Ishwar Ganda, Lesley Keast, Sally Thompson and Sue Wells. |

| IN ATTENDANCE: | Councillor David Close was temporarily in attendance from 1.25 pm to 1.45 pm, and was present for part of clause 1. | |
| APOLOGIES: | Apologies for absence were received and accepted from the Mayor and
Councillor Barbara Stewart, from Councillor Lesley Keast for lateness, and Councillors
Carole Anderton, Barry Corbett and Sue Wells for early retirement. Councillor Anderton retired at 12.45 pm, returned at 2.15 pm, and was present for clauses 2, 5, 11 and 12. Councillor Barry Corbett retired at 12.45 pm and was present for clause 2. Councillor Lesley Keast arrived at 1.45 pm and was absent for part of clause 1, and clauses 2, 6.1, 6.2 and 7. Councillor Sue Wells retired at 2.00 pm and was absent for clauses 5, 8, 10 –12. |
