| PRESENT: | Christchurch City Council: Councillor Anna Crighton (Chairman), Councillors David Close, Carole Evans, Pat Harrow, Sue Wells and Ron Wright. Canterbury Regional Council: Councillor Valerie Campbell (Deputy Chairman), Councillors Sir Kerry Burke, Neil Cherry, Sir Hamish Hay, Diana Shand, Judy Waters and Peter Yeoman. |

Councillors Charles Manning and Richard Johnson. Councillor Sue Wells arrived at 4.12pm and was not present for clauses 1, 2 and part of clause 3. Councillor David Close arrived at 4.30pm and was not present for clauses 1, 2, part of clause 3 and clause 5. |
