| Councillor David Close arrived at 9.40 am, left at 9.55 pm and was present for part of clause 12. | |
| Councillor Graham Condon retired at 11.15 am and was present for clauses 1, 12 and 13. | |
| Councillor Carole Evans arrived at 12.40 pm and was not present for clauses 1 to 4, 12, 13 and 15. | |
| Councillor Ian Howell retired at 10.45 am and was present for clauses 12 and 13 and part of clause 11. | |
| Councillor Ron Wright left at 9.55 am, returned at 10.50 am and was not present for clauses 11 and 12. |
