PARKS AND RECREATION COMMITTEE

28 AUGUST 1997

A special meeting of the Parks and Recreation Committee
was held on Thursday 28 August 1997 at 12.30 pm

PRESENT: Councillor Gordon Freeman (Chairman),

Councillors David Buist, Graham Condon, David Cox, Ishwar Ganda and Gail Sheriff.

   
APOLOGIES: Apologies for absence were received and accepted from Councillors Carole Anderton and Graham Berry.

 

The Committee reports that:

PART C - REPORT ON DELEGATED DECISIONS TAKEN BY THE COMMITTEE

1. HILLARY COMMISSION - DRAFT STRATEGIC PLAN, 1997-2000 RR 5951

At its meeting on 27 August 1997 the Council delegated to the Parks and Recreation Committee the authority to make submissions, on behalf of the Council, on the above discussion document.

The Draft Strategic Plan was compiled by the Hillary Commission as part of its continuing strategic planning and has been approved by the Commissioners for distribution for comment and submissions.

This Draft concentrated on four developmental sections - Junior Sport, High Performance In Sport, Sport Development and Community Sport and Active Leisure. Each listed particular strategic areas, targets to be reached by the year 2000 and key strategies to achieve these targets.

The Committee was concerned that the targets and associated strategies for implementing the development sections of the plan were too vague and imprecise and that this would make it very difficult to measure the achievement of performance in these areas.

The Committee has therefore sought the review of these sections of the document. Other significant changes to the plan recommended by the Committee included:

More emphasis on minor sports.

More emphasis on the achievements of ethnic minorities.

The inclusion of a section to recognise the achievements of disabled sports people.

 

2. CANTERBURY REGIONAL SPORTS TRUST

During discussion on the strategic plan the Committee's attention was drawn to the results of a survey conducted by the Hillary Commission on the performance of regional sports trusts. It was advised that the report on the Canterbury Regional Sports Trust recommended (inter alia) that the Trust establish a better liaison with local authorities in the Canterbury region.

In light of this advice, the Committee appointed a sub-committee comprising the Chairman and Councillor Sheriff to meet with representatives of the Sports Trust to explore ways of improving the communication and liaison between the CRST and this Council.

Recommendation: That the information be received.
