HAGLEY/FERRYMEAD COMMUNITY BOARD

26 AUGUST 1997

A Special Meeting of the Hagley/Ferrymead Community Board
was held on Tuesday 26 August 1997 at 4.30 pm

The Board reports that:

PART A - MATTERS REQUIRING A COUNCIL DECISION

PART B - REPORTS FOR INFORMATION

1. ANNUAL PLAN SUBMISSIONS

The Board received for information details of the Council's response to the submissions it had made on the 1997/98 Annual Plan.

With regard to the submission on the retention of the Council owned property at the Tuam Street/Stanmore Road intersection members reiterated that the Council had adopted the Linwood NIP which had advocated the retention of this piece of land. Members agreed that the land should be retained in Council ownership and environmentally enhanced.

 

2. HEATHCOTE AND CHARLESTON RESIDENTS ASSOCIATION

The Board received details of the outcomes of the meetings held with both the Charleston and the Heathcote Valley Residents Associations and endorsed the following recommendations made by the Committee.

  1. That the Parks Unit be requested to identify suitable land adjacent to the Charles Street Reserve for acquisition and to report back to the Board within six months.

  2. That in order to enhance the local roading network staff be requested to carry out a feasibility study on the possible development of railway land as a preferred route for heavy vehicles through the Charleston area.

  3. That the Committee together with appropriate staff consult more fully with the Heathcote Residents Association on the development of a community focal point and associated traffic calming measures at the intersection of Rollin Street, Flavell Street and Station Road.

  4. That a workshop be arranged with the residents association, stakeholders and property owners to discuss the development of an environment plan for the Heathcote Valley floor.

 

3. DEPUTATIONS

(i) REDCLIFFS RESIDENTS ASSOCIATION

Malcolm Moore and Les Porter spoke on the submissions made by the Redcliffs Residents Association, which included the extension of the Moncks Bay Walkway and Main Road lighting. With regard to the lighting issue the Board decided to request that City Streets staff investigate and report back on lighting options, including type and positioning, for refuge islands.

Mr Moore also expressed his association's wish to install a village sign at the entrance to Redcliffs. After discussion it was agreed that the association would report back to the October meeting of the Board with a proposal for the signs that included costings and possible locations.

(ii) WOOLSTON MAINSTREET

Roydon Smart, representing Woolston businesses, provided an outline of his group's action and progress.

He advised members that a public consultation meeting was being held at 11.30am on 21 September 1997 at St Annes Church, Ferry Road and that Board members were invited to attend.

Mr Smart requested that the Board support the substitution of the programmed kerb and channel works in Ferry Road (St Johns St - Tunnel Road) to the section outside the shopping centre (Hargood Street - St John St).

 

4. 1998/99 ANNUAL PLAN - FIVE YEAR CAPITAL EXPENDITURE PROGRAMME

The Board considered all of the submissions and prioritised them as:

1 - Very Important

2 - Important

3 - Highly Desirable

These are attached and where applicable Board comment has been included.

The following submissions were removed from the schedule for the reasons stated:
