BURWOOD/PEGASUS COMMUNITY BOARD

15 SEPTEMBER 1997

A special meeting of the Burwood/Pegasus Community Board
was held on Monday 15 September 1997
in the No 3 Committee Room, Civic Offices,
Tuam Street at 12.00 noon

 

PRESENT: David Dobbie (Chairman), Dave East, Carole Evans, Alister James, Don Rowlands, Gail Sheriff, Jack Travis, Chrissie Williams.
   
APOLOGIES: An apology was received and accepted from Clare Duff.
  An apology for lateness was received and accepted from David Dobbie who arrived at 12.15 pm.
  Alister James retired at 1.05 pm.

The Board reports that:

PART A - MATTERS REQUIRING A COUNCIL DECISION

1. WOOLSTON/BURWOOD EXPRESSWAY

The report on the Woolston/Burwood Expressway, as presented to the 9 September 1997 City Services Committee meeting, was presented to the Special Meeting of the Burwood/Pegasus Community Board (refer to City Services report). The Board felt that the original recommendations set out in the report, and the subsequent recommendations made at the 9 September 1997 City Services Committee meeting, had major consequences for the Burwood/Pegasus community. It was therefore compelled to call a Special Meeting to gauge Board and community reaction.

The meeting began with the Transport Planning Engineer giving an overview of his report and an outline of the BC ratio criteria. In addition, he gave an insight into the recommendations made at the 9 September 1997 City Services meeting.

The Board was of the general opinion that the deferral of the Woolston/Burwood Expressway had far reaching effects for the Burwood/Pegasus community. The closure of Barkers Road, resource consent hearings on the Hulverstone Drive bridge and the effects of not progressing with the expressway immediately all had major impacts in the Burwood/Pegasus area. The Board felt that the Council had a moral obligation to complete the expressway at the earliest possible time to ensure that residents, and especially school children, did not have to bear the effects the expressway not being completed.

With the leave of the meeting the Chairman invited representatives from the various groups attending to address the meeting.

Bexley Residents' Association: Its representative expressed that the Association was stunned by the report and felt that they would need time to call a community meeting and talk with all of the residents in Bexley.

Avondale Residents' Association: The representative of the Avondale Residents' Association noted that there had been a decrease in heavy traffic use on Breezes and Avondale Roads, due to signs being installed. The representative did note however that this had increased traffic in Bexley Road, and there was some concern that their problem had been alleviated at the expense of Bexley residents. Concern was also expressed at the possibility of developers wanting to start work in Barkers Road earlier than anticipated, which would force traffic to utilise Avondale Road again. There was also concern at the proposed closure of Hulverstone Drive, where the Residents' Association expressed a deep desire to be consulted.

Ascot/Freeville Residents' Association: The representative of the Ascot/Freeville Residents' Association was comfortable with the recommendations to be put forward by the Community Board.

Horseshoe Lake Residents' Association: The Horseshoe Lake Residents' Association representative attention focused on relieving traffic on New Brighton Road, and would not want Stage 1 of the Expressway to go ahead without some assurance that Stage 2 would follow soon thereafter. Concern was also expressed at the possibility of Barkers Road being closed and traffic consequently diverting into Avondale and Breezes Road.

Automobile Association: Offered its support for the completion of Stages 1 and 2 together and noted that the Automobile Association would be happy to offer support in any way possible.

The Board reasserted its belief that the Council had an obligation to complete Stages 1 and 2 of the Woolston/Burwood Expressway in the shortest time frame possible.

Recommendation: 1.(a)That planning for Stage 1 of the Woolston/Burwood Expressway commence in the 1997/98 financial year.

(b)That construction of Stage 1 of the Woolston/Burwood Expressway commence in the 1998/99 financial year, and that it be funded by the Council with officers negotiating a reimbursement for Stage 1 from Transfund.

2.That the Council proceed immediately with the Resource Consent process needed for Stage 1 of the ring road system, so as to avoid any undue delays.

3.That Stage 2 planning commence in the 1998/99 financial year.

4.That Stage 2 of the Woolston/Burwood Expressway proceed as budgeted.
