CITY SERVICES COMMITTEE

18 SEPTEMBER 1997

A meeting of the City Services Committee
was held on Thursday 18 September 1997 at 2.00 pm

PRESENT: Councillor Denis O'Rourke (Chairman), Councillors David Close, Ian Howell and Ron Wright.
   
APOLOGIES: Apologies for absence were received and accepted from The Mayor and Councillors Carole Anderton, David Buist, Graham Condon, Carole Evans and Garry Moore.
  An apology for lateness was received and accepted from Councillor David Close.
  Councillor Denis O'Rourke left the meeting at 5.00 pm and returned at 5.20 pm (Councillor Ron Wright chaired the meeting in Councillor O'Rourke's absence).
  Councillor David Close arrived at 2.30 pm and was not present for clause 2.
  Councillors Ian Howell and Ron Wright left the meeting at 6.04 pm.

 

The Committee reports that:

PART B - REPORTS FOR INFORMATION

1. THE CCC PLAN : 1998 EDITION RR 6066

The Committee received a report on the programme for elected member input into the 1998 planning process and resolved to prepare a planning statement for the 1998/99 year.

 

2. CORPORATE PLAN MONITORING REPORTS 1996/97

The Committee considered the monitoring reports for the following units for the year ended 30 June 1997:

(a) Parking Operations Unit

The Parking Operations Manager commented on the report and answered the questions of the Councillors. The Committee noted that further details of car park use in the central city is required. The Parking Operations Manager undertook to investigate the availability of private parking areas for evening parking. A strategy for inner street off street parking would be required.

(b) Waste Management Unit

The Committee congratulated the Waste Manager and staff on the results achieved over the past financial year.

The Waste Manager undertook to investigate further the following matters:

Encouraging Council units to use composted products from the Bromley site rather than bringing it in from elsewhere.

The use of the recycling drop-off centres to be reviewed. The Seattle system of composting of biosolids will be investigated. The use of grey water is to be investigated.

(Councillor O'Rourke retired from the chair at 5.00 pm and Councillor Wright assumed the chair. Councillor O'Rourke returned at 5.20 pm.)

(c) City Streets Unit

The Acting City Streets Manager, Chris Kerr, presented the report on behalf of the unit. Significant over budget expenditure was noted in a number of areas both operational and capital. An audit review was being undertaken to determine the control processes.

Committee members congratulated Chris Kerr on his management of the unit in the absence of the City Streets Manager, Mark Gordon.

(d) Water Services Unit

It was agreed to defer consideration of the Water Services Unit report to the next meeting of the City Services Committee on 7 October 1997.

 

3. REVIEWING THE EFFECTIVENESS, EFFICIENCY AND ECONOMY OF THE COUNCIL'S OPERATIONS RR 6121

The supplementary report referred to the Committee by the Strategy and Resources Committee was received.

It was resolved to recommend to the Strategy and Resources Committee that members of this Committee be invited to future meetings of the Audit Sub-Committee when reports on efficiency reviews are being presented.

4. SUPPLEMENTARY ITEM - REVIEWING THE EFFECTIVENESS, EFFICIENCY AND ECONOMY OF THE COUNCIL'S OPERATIONS RR 6121

The Chairman presented the report which had been forwarded to the Committee by the Strategy and Resources Committee and explained the reasons why the item was not on the agenda and why the matter could not wait for the next meeting.

It was resolved that the report be considered at this meeting.

The meeting concluded at 6.30 pm
