RECOVERED MATERIALS SPECIAL COMMITTEE

12 NOVEMBER 1997

A meeting of the Recovered Materials Special Committee

was held on Wednesday 12 November 1997 at 1.40 pm

PRESENT: Councillor Denis O'Rourke (Chairman), Councillors David Close, Messrs Chris Pickrill, Mark Prain and Peter Townsend.
   
APOLOGIES: Councillors Ian Howell and Garry Moore, and Mr Michael Hannah.

The Committee reports that:

PART B - REPORTS FOR INFORMATION

1. FINANCIAL REPORT

A financial report from the Recovered Materials Foundation up to the end of October 1997, as adopted by the Recovered Materials Foundation Board at its meeting on 12 November 1997, was considered, and the information received (copy attached).

 

2. REPORT FROM THE CEO, RECOVERED MATERIALS FOUNDATION

The Committee received a report from the CEO of the Recovered Materials Foundation (Mr Piet Beukman) covering:

- Education
- Information
- Technology Development and Research
- Business Development
- Funding
- Policy Development

 

3. REPORT OF THE RECOVERED MATERIALS PUBLICITY SUB-COMMITTEE

A report from the Recovered Materials Publicity Sub-Committee was submitted by the Chairman (Mr Mark Prain) - copy attached. The information was received.

 

4. FAIR ACCESS TO MATERIAL - REQUEST FOR EXPRESSIONS OF INTEREST OR PROPOSALS

A report prepared by the CEO described the format of the RMF's request for expressions of interest or proposals from the business community. The request outlined the RMF's position and also guided any offeror to prepare a quality proposal. This would allow the RMF to determine the existing interest and potential ways of dealing with a particular material. The information was received.

 

5. TERM OF FIRST RMF BOARD

The Board had considered this matter at its meeting earlier in the day, and resolved that the Recovered Materials Foundation Board recommend to the Council that the current trustees be reappointed for a further three year term, subject to the consent of each Board member, and their relevant organisation.

The constituent organisations have been requested to forward to the Trust, in writing:

(a) Their confirmation of the reappointment of the current board member; or

(b) Advise of the appointment of a new representative.

Following receipt of these details, a further report will be submitted to the December Council meeting, to facilitate the appointment of the new Board.

 

6. NEXT MEETING

The next meeting of the Recovered Materials Special Committee will be held on Wednesday 10 December 1997 at 1.30 pm in the No 3 Committee Room, Civic Offices.

The meeting concluded at 1.45 pm.
