ENVIRONMENTAL COMMITTEE

13 NOVEMBER 1997

A meeting of the Environmental Committee

was held on Thursday 13 November 1997 at 4 pm

PRESENT: Councillor Carole Evans (Chairman), Councillors Oscar Alpers, Newton Dodge, Pat Harrow and Charles Manning.
   
APOLOGIES: Apologies for absence were received and accepted from Councillors Anna Crighton, Lesley Keast and Barbara Stewart.
   
  Councillor Alpers arrived at 4.22 pm and was not present for clauses 1, 2 and part of clause 3.

 

The Committee reports that:

PART A - MATTERS REQUIRING A COUNCIL DECISION

1. WAIVER OF RESERVE CONTRIBUTIONS - 534 FERRY ROAD MARY MOODY FAMILY TRUST RR 6486

The purpose of this report is to provide information in order for the Committee to consider a request by a Charitable Trust to have the Reserve Contribution on a Subdivision Consent waived.

The Mary Moody Family Trust provide a life time care for 14 intellectually and physically disabled young people and draw on very limited funds from invalid benefits and residential support payments made by the Southern RHA.

The Trust have been operating until recently in Sumner but are currently redeveloping a property at 534 Ferry Road (map attached) with a proposal which creates four new allotments, two of which will be sold and two of which will have purpose built dwellings for their residents and will be retained by the Trust.

The Reserve Contribution for the four lot subdivision has been assessed at $12,375.00.

The Council have a policy whereon development of land for the purpose of providing accommodation for residents of institutions run by Charitable Trust, the Reserve Contribution assessed on the development can be reduced by 50%. The Development procedure relates to the actual construction of the units which in most cases are purposely built for the elderly or disabled. There is no similar policy for reduction in the Reserve Contribution requirements on subdivision.

In the subdivision subject to this request the Trust propose to dispose of two of the allotments in order to fund some of the building costs for the proposed purpose built dwellings. These two lots will therefore be available for acquisition and developments by private individuals and in this context the demand for reserves as a result of creating these two lots does not differ from any other subdivision.

Recommendation: That the Council agree to a 25% reduction of Reserve Contribution in respect of the 543 Ferry Road property subdivision, being the sum of $3,093.75.

 

2. CORPORATE ENVIRONMENTAL POLICY RR 6433

Corporate Plan Output: Policy Advice

The purpose of this report is to present a proposed Council wide Environmental Policy (copy attached) that describes the way the Council intends to run its business. This is intended to be an in-house statement that covers the day to day activities that are part of running such a large organisation, from the products we choose to buy to the way we dispose of our waste.

The policy statement was the subject of a seminar held earlier this year in June and it now incorporates both the comments made in that forum as well as further Council Unit input.

This Policy Statement is intended as an overview and guiding principles for the more specific individual policies that in some cases already exist such as the Energy Strategy and for future policies such as the Purchasing Strategy that is currently underway. It is felt that it is important that this Statement be relatively concise and simple at this level so that it can pave the way for increasing numbers of more specific and detailed implementation policies and act as an umbrella for the already existing environmentally focussed polices.

Recommendation: That the Council adopt the Christchurch City Council Environmental Policy Statement.

 

PART B - REPORTS FOR INFORMATION

3. PROHIBITED AREAS FOR SKATEBOARDING RR 6484

The Committee considered a report by the Principal Environmental Health Officer on possible areas within the city to which prohibitions on skateboarding should be applied in terms of clause 3(2) of the Christchurch City Public Places and Signs Bylaw.

The Committee noted that the bylaw amendment would not be in place until January 1998 and agreed that it was important to obtain acceptance by the majority of skateboarders that there will be some restrictions on the places frequented by skateboarders.

The Committee decided that a meeting be held to hear submissions and consider the banning of skateboards in the areas set out in the report and that the Central City Committee, Community Boards and others involved be invited to attend.

 

4. DUNEDIN CITY HERITAGE VISIT RR 6514

The Committee considered a report by the Committee Secretary on a recent visit to Dunedin by representatives of the Environmental Committee to look at the Dunedin City Council's Heritage Plans and Policies.

The Committee decided that a report be prepared for consideration by the Environmental Committee on the employment of an archivist, as part of the Council's operations.

5.2 GENERAL BUSINESS

Ngaio Marsh Trust

A visit to the Ngaio Marsh house is to be arranged for members of the Environmental Committee, City Plan Hearings Committee and associated staff.

The meeting concluded at 5.02 pm.
