SHIRLEY/PAPANUI COMMUNITY BOARD

29 APRIL 1997

A special meeting of the Shirley/Papanui Community Board

was held on Tuesday 29 April 1997 at 7.00pm

PRESENT: Mrs Yvonne Palmer (Chairperson), Mrs Judith Bruce,

Mrs Anne Carroll, Mr Graham Condon, Mr Garry Moore

(from 7.10 pm), Sue Wells, Mr Steve Wright.

APOLOGIES: Apologies were received and accepted from Mr Newton Dodge and Mr Gordon Freeman.

PART B - REPORTS FOR INFORMATION

1. 1998 LOCAL BODY ELECTIONS

The Community Manager reported, advising the matters to be considered in respect of the 1998 Local Body Elections. She further advised with regard to changing the name of the Shirley Ward to St Albans that the first step was to ascertain whether the Board name would not automatically change if the Ward name changed, and this matter was to be further investigated by the Legal Services Manager.

It was agreed that methods of raising public awareness and consultation on the name change to be referred to the meeting on 7 May 1997.

Board members discussed the Community Board role and agreed that they wished Community Boards to continue. Also discussed were the numbers of elected and appointed members and possible boundary changes between the Shirley/Papanui and Burwood/Pegasus wards.

The Board decided:

1. That the following possible boundary changes be discussed with the Burwood/Pegasus Community Board:

A change in the boundary between the Shirley and Burwood Wards, involving the extension of the boundary east of Marshland Road along New Brighton Road to Golf Links Road, encompassing the meshblock west back to Marshland Road.

A change in the boundary between the Papanui and Burwood Wards, by making the boundary from Marshland Road run along the eastern side of Lower Styx Road from the intersection of Marshland Road.

2. That the following recommendations be submitted to the Strategy and Resources Committee:

2.1 That the Council seek a change in the legislation to allow all Councillors for the two wards to be appointed to the Community Board, with the total number of Board members being 10.

2.2 That the system for electing Councillors and Board members remain as at present, ie by wards.

2.3 That the Council seek a change in the legislation to give members elected as both a Councillor and a Community Board member the option of declining one or other position; that position then going to the next highest polling candidate in that issue.

The meeting concluded at 8.30 pm
