RECOVERED MATERIALS SPECIAL COMMITTEE

20 FEBRUARY 1997

A meeting of the Recovered Materials Special Committee

was held on Thursday 20 February 1997 at 12 noon

PRESENT: Councillor Denis O'Rourke (Chairman),

Councillor Ian Howell,

Messrs Mike Hannah (from 12.15 pm),

Chris Pickrill, Mark Prain

and Phil Falloon (representing Peter Townsend).

APOLOGIES: Apologies for absence were received and accepted from Councillor David Close and Peter Townsend.

The Committee reports that:

PART B - ITEMS DEALT WITH BY THE COMMITTEE AND

REPORTED FOR INFORMATION ONLY

1. KERBSIDE COLLECTION AND RECYCLING OF NEWSPAPER

A report from the Waste Management Unit outlined the steps that had been taken to address the current very low market prices for recycled newspaper.

The report addressed:

It was resolved:

1. That the actions taken by the Waste Management Unit as outlined be endorsed.

2. That the situation be reviewed and reported three monthly or as events require.

3. That the deficit created by the recycling of paper be met from the Council's contingency fund, for the period to the end of June 1997.

4. That the Recovered Materials Foundation be requested to investigate the undertaking of an option study for alternative uses for newsprint.

2. PROMOTIONAL ROLES FOR KERBSIDE RECYCLING

The Committee considered a report from the Waste Management Unit in respect of the future promotion roles of the unit and of those of the Communications and Promotions Unit in the Recovered Materials Foundation.

The report was accompanied by a table which divided the roles between the respective units and Foundation in terms of goals, promotional roles and measures of success.

It was resolved:

1. That the report be received.

2. That the promotional roles outlined in the report be further refined, for adoption at the next meeting.

FUNDING

The matter of providing funds for the RMF for its promotional role was raised.

To assist with that the RMF was requested to provide some details of its strategy development plan.

The meeting concluded at 1.10 pm
